If a city is in the fortunate position of being able to develop a district from scratch, a few fundamental considerations must be made beforehand.

This also includes, among other things, determining how the new traffic will be regulated and ensuring that not only the arrivals and departures are quick, and this without unnecessarily burdening the neighboring districts, but also where the stationary traffic in the district himself "gets his place to stay".

In my opinion, the mandatory infrastructure concept comes with a whole lot of other details, such as: B. Telecommunications, waste management as well as educational and supply facilities, also includes a security concept that ensures comprehensive well-being for citizens and offers protection and assistance especially to the weaker ones.

The culmination of the whole thing, however, is an environmental and nature conservation concept that ensures that the new district is not only worth living in for all residents, whether human, animal or plant, and their visitors, but above all that the new district is sustainably integrated into the overall city biotope and networked with its neighboring biotopes. There are already good examples of this worldwide – including in cities with over a million inhabitants.

If you are very fortunate, like here in Heilbronn, to be able to develop a district on the river, which is even connected to your own city forest and city park areas through its streams, you can also make the most of sustainability and quality of life scoop.

However, one must be aware from the outset that optimal networking attracts not only people but also animals who, if they do not have the opportunity to settle in the new district themselves, would like to enjoy their stay at least temporarily .

The most recent incidents on the Neckar bend, in which ducklings drowned in at least one of the existing lakes, suggest that there are other and then also much more serious planning deficiencies in the development of this new district, which is very important for Heilbronn.

In addition, the question arises, at least for me, whether the new human residents of the district will be happy to live together with immigrating amphibians, reptiles, birds and insects, and whether this means an increase in their own quality of life?

If this is denied by the residents, one must ask the question how to deny the unwanted residents the stay without endangering the overall ecology of the city and the existence of our already weakened animal populations.
