Nevertheless, many participants are convinced that both the local council and the city administration could ensure more transparency in the use of European funding in Heilbronn.

It would probably be better if you first convince the federal and state governments to reconnect Heilbronn to the European route network and then start thinking about a functional main station and its connection to the city. You can probably then reorganize the entire station district - something that responsible representatives of the people should have done long ago!
