When a plague gets the upper hand, it makes perfect sense to react with regulations - if only for the sake of the environment and nature.

Here goes now Möckmühl exemplary in the city and district of Heilbronn ahead with a cat prescription. However, the problem has existed for a long time, and now our birds are in serious distress not only because of the extensive environmental destruction, but also because of completely bored cats. The SWR and me too had already reported about it.

However, it would be better for everyone if one would return to the age-old polluter pays principle and take recourse against cat owners; this can be done in a similar way to the dog tax.

For decades I have dealt with the topic of "failing states". There is more than enough literature and field tests worth billions on the right way to rebuild "failed states". I was more and more interested in how to recognize the first signs of failing states. My idea is that it would be better and cheaper for everyone involved if government failures were prevented instead of trying later to get something like a state back together.

But how do you actually recognize a failing state? Most experts agree that the affected state is less and less able to satisfy its citizens' sense of security, more and more citizens and immigrants see their existence endangered and the state can hardly or very selectively keep its welfare promises. Finally, there is the fact that citizens and immigrants are beginning to doubt the rule of law.

However, my experience tells me that a state that bears such signs is already more than ailing, and so over the years I have found other signs that should be taken as early indicators.

In my opinion, the wild growth is the decisive factor. This can be seen in the sudden and increasingly rapid changes in urban society, where, depending on the state's "care" or "failure", e.g. B. kebab stalls, nail salons or test centers are sprouting like mushrooms.

Such rapid proliferation, coupled with increasing littering in the city and the brutalization of general customs, are clear signs that citizens will soon also be complaining about loss of security, fear of supply and a loss of trust in politics and the state as a whole.

What ultimately determines whether the citizens "land" in a "Somalia" or a "Nazi regime" has probably not yet been fully investigated.

Christmas letter

For a few years now I've been wondering whether a paper Christmas letter sent in an envelope by post is still up to date. In any case, it is a lot of work to print, fold and insert the letters. Then the whole thing has to be handed over to the deliverer, who then distributes it for a fee.

If you write these Christmas letters as a board member, you will probably have no choice in the future but to devote one day of the year entirely to the Christmas letter - I have made it a habit to use this time to reflect on the meaning and purpose of board work.

I just think it's a pity that those members who don't find time to give the association their own e-mail address won't find time to read the Christmas letter either. But then I think of those members who perhaps deliberately don't have an e-mail address and are still happy about the rattling in the mailbox.

So I continue to write my Christmas letter and am happy about every member who will also read it.
