Actually not my topic at all, except that the latest reports about all the existing shortcomings also encourage the last ignoramus to think. And my first question is immediately obvious: what have all the health ministers actually done with their ministries over the decades? Probably only Ringelpiez with touch.

And as I already have mentioned in another matter, those responsible let themselves be celebrated for their incompetence and inactivity and knock out one knock after the other.

And even the receipt or procurement of necessary medical consumables can be arranged in advance, which, by the way, is part of the minimum requirement of a responsible ministry.

But before I go any further in my considerations, I would like to take this opportunity to thank all doctors, nurses and rescue workers as well as all other employees in the health sector for their commitment, which they constantly show, although for years they have been among the most underfunded or even among the most underfunded most underpaid workers in our country.

I would also like to say beforehand that in the health system, or as it is often called today, we only need a single statutory health insurance company, and that alone would still have to be decided whether we should combine them at European level right away or then at most Maintain and finance 27 national statutory health insurance companies.

Of course, people should continue to be free to secure their health with private health insurance companies, but these must then operate completely independently and without any state subsidies or even lifeline, because privatizing the profit and socializing the loss simply does not work!

Now to my considerations concerning the health care system. The health system must also be built up federally from the bottom up, with the doctors and their practices coming first, then rescue centers, clinics, then hospitals and finally the central hospitals, which offer everything that medicine can offer.

This structure must be based on the respective population and local needs and must be constantly adapted.

In order to anticipate any unforeseeable events, such as e.g. In order to be able to react to disasters, epidemics, etc., every level above the level of rescue centers or clinics must have an overcapacity of approx. 5% to max. 10%, for which it is paid extra from a European or national precautionary budget.

For reasons of security policy, it could be that additional capacities are kept available, which can then also be financed from this budget, but are built up within the country solely for the above considerations.

The core of my considerations, however, is the following, namely that in the event of a catastrophe you do not bring the health care system to the sick, but rather that the sick are distributed among the previously established health care system.

As a result, in addition to the excess and precautionary capacities, there must be a distribution system that automatically distributes mass emergencies to the entire health system.

This distribution process can be managed federally, can be ongoing, and in the case of e.g. B. Pandemics best take place across Europe.

In this way, all available capacities can be used optimally and situations such as those currently in northern Italy or in Alsace can be prevented from the outset.

This is in the interest of the sick, the medical staff, the government and our society as a whole.

It is inexplicable to a layman like me why there were obviously no such considerations in the responsible departments.
