I was recently asked if I was also involved in local politics. And when I said yes, I pointed out that the new footpath at the lizard area, the former feeder to the southern train station, had become quite nice, but still lacked two essential things. Firstly, there are no trash cans with dog waste bag containers along the entire route and secondly, there are benches from the bridge to the tunnel entrance area so that you can also rest on the route or to offer “older men” the chance to watch the lizards sunbathing — I found this allusion, by the way quite nice, although I tend to lean against the wooden railing myself.

And since, as already mentioned, I like to use this new connection to the east of Heilbronn myself, I took a closer look today. The inquirer is absolutely right, two or three more benches would do the route quite well. And equipping it with rubbish bins and dog waste bag containers certainly doesn't hurt at all. It's amazing how much rubbish I found today along the almost 500 meter route; some people seem to be garbage dump machines at their finest. Even more amazing are the many filled black dog poop bags lying around along the trail and especially in the lizard sanctuary — I'm not even talking about the dog poop on the trail itself.

What kind of people are those who pack dog poop in small black bags and then throw them around on the spot? — These obviously desperate characters could certainly be helped with one or the other trash can, otherwise only psychiatric treatment will help.

While I'm at it, I too have a small request for my readers. The meseno foundation in Heilbronn is once again taking part in "the Förderpenny.-Aktion", in which the local winner receives a share of the donations made by Penny customers in 2022.

As we read in almost all media today, the fines are making the municipal coffers ring in the Heilbronn region as well; the new catalog of fines shows its effect.

Even if an incredible number of fellow citizens are now overjoyed out of sheer glee - especially when it hits the unloved neighbor - together with our city administrations, I would like to point out that the purpose of fines is not to close budget gaps.

That is why we should regularly and obligatorily think about all measures, rules, legal norms and laws, whether they (still) fulfill their intended purpose at all. Accidental advantages of such measures taken must not serve as a justification!

Today I was able to enjoy the northern district again with the meseno bus. It struck me again that Dorf is probably where the sidewalks are kept in good condition. In any case, it is always a pleasure to see beautifully paved and freshly swept sidewalks.

And when I returned to the town circle again, greeted me the new traffic control system with a warm welcome — and in this case the adjective welcome is also spelled correctly. Unfortunately, more and more often, signs say: "Welcome" written in capital letters. By the way, the Duden still notes today — what at Duden Lately tomorrow can be completely different again, since the Duden editors have decided against the German language and for a political German (Newspeak):

  • What bothers me about the reporting on the fines is that there is no counter-calculation anywhere of what the municipal budget includes for investments in traffic monitoring and personnel costs, etc. This gives the impression that the city coffers are being filled with fines. And neatly. Sure, the old camera list did not deliver these numbers directly, with the double-edged information should be available - at least where it is already fully implemented. I am sure that a completely different picture will then emerge. Namely that the city coffers (in the sense of a "surplus") are by no means properly filled, but that costs are largely covered. Although this is not the goal and purpose, it creates a different impression.

    • Irrespective of this - and I am always in favor of more transparency - one should not look at fines according to the cost-benefit calculation, but solely to see whether they actually bring about a change in the behavior of the "victims". If not, penalties will probably apply.

      Or one evaluates the effect of positive reinforcement, e.g. B. the smiley displays as soon as you keep to the prescribed speed — at least for me it works.

      • Right. It's not about making money, but that's exactly what reporting often assumes. For this, certain "liberals" would have to finally say goodbye to wanting to transfer the "market" to the "state". Because precisely because of the "liberal market models" of the 1990s with the "City" group, the importance of effectiveness in the discussion - in the general public - has clearly lost importance. However, that is another barrel that I do not want to open at this point.
